A pressing issue demands our attention: Uganda's pivotal role in supporting refugees in the Great Lakes region. With nearly two million refugees, Uganda stands as Africa's largest host country, yet the challenges are immense.
The ongoing conflict in the region has created a complex situation, hindering safe and voluntary returns. This has prompted a call for action from humanitarian actors, government officials, and development partners to unite and provide sustainable support.
During a thought-provoking panel discussion, organized by the Embassy of France in Uganda and the NGO Humanity & Inclusion (HI), the focus was on advancing inclusive humanitarian action. Virginie Leroy, the Ambassador of France to Uganda, emphasized the need to move beyond emergency relief and embrace long-term solutions.
"We must ensure that no one is left behind in our humanitarian efforts, especially when forced displacement reaches unprecedented levels," she stated.
The discussion, held at the French Residence, brought together key stakeholders to address the Congolese refugee crisis in Uganda. Uganda's progressive refugee policies, granting freedom and rights, have made it a regional protection hub. However, the decline in international support is putting immense pressure on these policies.
"The prolonged conflict continues to challenge safe returns, forcing host countries to develop comprehensive development strategies," Ambassador Leroy highlighted.
The panel further stressed the importance of integrated approaches, involving the private sector, to address humanitarian, development, and socio-economic inclusion. Women, children, and people with disabilities, who are most affected by this crisis, face significant barriers to accessing aid and having their rights recognized.
Representatives from various organizations, including the Office of the Prime Minister, UNHCR Uganda, and NGOs, shared valuable insights and best practices.
"We must continue our cooperation and commitment," Ambassador Leroy urged.
This event serves as a stark reminder of the urgent need for sustained international funding, equitable burden-sharing, and enhanced coordination. Uganda's leadership in humanitarian efforts must be upheld to ensure that no one is left behind in the Great Lakes region.
