China's Petrochemical Boom: Global Oversupply Crisis? (2025)

China's petrochemical surge sparks global oversupply concerns

A surge in China's petrochemical production is raising alarms about a potential global oversupply crisis, threatening the livelihoods of smaller petrochemical producers worldwide. Bloomberg's recent report highlights a staggering 18% increase in China's polyethylene production this year, far outpacing the 10% expected growth in demand. This surge is expected to lead to a 13% decline in polyethylene imports, a trend that could significantly impact the market for other producers.

China's dominance in the petrochemical industry is not new. With seven petrochemical complexes built over the past decade, the country has become the world's largest producer of ethylene and polyethylene, surpassing the United States. As a result, the market for other producers is shrinking, forcing them to seek alternative buyers. BloombergNEF data reveals that China's imports of petrochemicals reached 15 million tons last year, underscoring its status as the largest consumer.

The situation is expected to worsen in 2026, with an additional 16% increase in China's polyethylene production capacity, according to a JLC analyst. This development is likely to exacerbate the 'structural imbalance' caused by surplus production capacity. Interestingly, some new capacity projects are facing delays, possibly due to the recognition of this imbalance. Germany's BASF recently postponed the start of operations for its petrochemicals plant in China, scheduled for this year.

Petrochemicals have emerged as the primary driver of crude oil demand growth, accounting for 95% of total oil demand growth over the past five years. In China, this trend is particularly evident, contributing to a market oversupply situation. The scenario mirrors the solar power and electric vehicle industries in China, where government encouragement led to oversupply and overcapacity, prompting regulatory intervention to prevent industry collapses. As China's petrochemical production continues to soar, the global market is bracing for potential challenges, with smaller producers facing an uncertain future.
